<br />the necessary exchanges it is necessary to determine and access transit losses on deliveries of non-native <br />water moving in Monument and Fountain Creeks so that existing water rights are left intact, and the SEO <br />can properly shepherd only those waters entitled for reuse to the appropriate reach of the stream. While <br />there is an existing transit loss model for the portion of Fountain Creek below Colorado Springs, it is in need <br />of enhancements to account for new users on that reach of the Fountain. In addition, the model doesn't <br />cover the geographic areas of EI Paso County on Monument and Fountain Creeks where many of the Water <br />Authority's members use and discharge water. The Authority has requested a proposal from the USGS on <br />how the existing model could be updated and extended geographically to the north and west A draft USGS <br />proposal for the geographic extension portion of that work costing approximately $350,000 is attached. The <br />Authority will be soliciting contributions from its members to pay a significant part of that cost, and the USGS <br />will contribute approximately another third. The enhancement of the existing model will require additional <br />local contributions, including from Colorado Springs Utilities and other users of the existing model. The <br />CWCB contribution to the Authority will help defray a portion of the local costs, demonstrate good faith to the <br />USGS allowing them to budget the matching federal dollars and refine the proposal and cost estimates, and <br />also would provide a fund to allow the study to begin while local participation agreements are being <br />developed. <br /> <br />Recommendation <br /> <br />Staff recommends that the Board request the General Assembly authorize, with no new appropriation, an <br />additional purpose for the funds previously authorized from the Construction Fund by Section 12 of HBOO- <br />1419 by revising the language as shown below in this year's Construction Fund Bill. <br />
