Colorado Watershed Protection Fund Update: The CWCB and WQCD staffs will revise the CWSPF <br />Program Guidance in order to comply with the state fiscal policy requirements and to also provide <br />guidelines to cover account administrative costs. Staff will send the revised document to the Colorado <br />Watershed Assembly for consultation and after the document is approved by CWCB and WQCC <br />Designees, it will be presented to the Board at its January 2004 meeting, and the Commission at its . <br />February 2004 meeting for their approval. <br /> <br />Addendum to MOA between the SEO and WQCD: Draft addendum was agreed to by the SEO and <br />WQCD. It is not necessary for the DOW's to be a signatory to this MOA, but the WQCC will be. The <br />Addendum will be presented to the WQCC at its February meeting. <br /> <br />2. EPA's Watershed Grant Program: This is the second year of the program and the WQCD is <br />involved in the selection process. Last year, the Coalition for the Upper South Platte received an EP A <br />grant for over $600,000 to restore the bumed area affected by the Hayman fire. This was the only <br />Colorado project that received funding last year. So far only two groups, San Miguel Watershed and Clear <br />Creek Watershed, have expressed an interest in submitting proposals for the 2004 grants. The EP A's <br />deadline is January 15, but the WQCD requires the applicants to submit their proposals by December 15 <br />in order the staff has sufficient time to review and forward them for the Governor's approval. For future <br />years, the CWCB and WQCD staffs will coordinate their efforts to encourage various watershed groups <br />or other entities to submit proposals that involve both water quality and water quantity. <br /> <br />3. EP A's Water Conservation Initiative: The EP A has not published its policy yet. The EP A is <br />cognizant of western water law and interstate compacts, but no assessment of the new policy can be <br />provided until after the document is published. <br /> <br />4. Updates <br />CWCB: The CWCB had an important meeting in November. Some significant issues were decided, <br />including quantification of instream flows for the Black Canyon of the Gunnison National Park in <br />conjunction with the National Park Service's reserved water rights. Another important issue before the <br />Board was approval of a policy regarding the Recreational In-channel Diversions (RlCDs). The final <br />report for the Colorado River Return Reconnaissance Study (CRRRS) indicates that conservative <br />estimates for the total capital costs including construction, easements, engineering, administration and <br />
