<br />.\ <br /> <br />eJ <br /> <br />carefully reviewed the language within Senate Bill 01-216 that states an RleD is the <br />"minimum stream flow... for a reasonable recreational experience in and on the water" <br />and has made flow rate recommendations in this Manual using that guidance. <br /> <br />At various times during the year certain reaches of many streams in Colorado contain a <br />native flow rate that exceeds any "competitive" flow rate found in literature describing <br />facilities of "Olympic" or "international" stature. Those natural flows may be utilized <br />for water-based recreational opportunities without and RICD water right. <br /> <br />The CWCB is mindful that stored water releases may also provide flows that approach <br />or exceed "competitive" flow rates for challenging recreation opportunities of "Olympic" <br />or "international" stature.
