23. Owl Creek Reservoir Company - Reservoir Rehabilitation
Authorization: Construction Fund County: Weld
Water Source: Owl Creek Basin Project Yield: 1,200 acre-feet
Terms of Loan: $1,125,000 @2.75% for 30-years Project Type: Reservoir Rehabilitation

.

Owl Creek Reservoir is located approximately 6 miles east and 3 miles north of the Town of Ault. The reservoir
was originally constructed in 1896 to store water.for irrigation. The dam was comtructed of granular material, and
over the years has suffered structural damage due to seepage. Given the condition of the dam embankment and the
potential for failure, the dam was intentionally breached in 1983. The proposed project involves rehabilitating the
existing dam embankment, the construction of a controlled outlet structure, and the construction of an emergency
spillway. The project is currently being design by the Applegate Group, Denver, Colorado, and is scheduled for
comtruction in the winter/spring of 2004.

24. Pine River Irrigation District - Pump and Pipeline Proiect
Authorization: HB 00-1419 Severance Tax County: La Plata
Water Source: Pine River Project Yield: 1,600 acre-feet
Terms of Loan: $341,000@3.50%for20-years Project Type: Distribution System

The Pine River hrigation District operates ValIecito Reservoir on the Pine River located approximately 15 miles north of
the Town of BayfieId. The eastern half of La Plata County is considered a water critical area, meaning that all of the
water in the basin is used during certain periods. Most of the people in this area are utilizing groundwater resources that
have limited quantity and are of relative poor quality. The purpose of the project is to provide a rural water system that
is adequate in quantity and quality to the water critical areas in La Plata County. The overall project has many
components, however, this particular loan is for diverting water from VaIlecito Reservoir to a pressurized treatment plant
The proposed project involves tapping into the existing outlet tunnel, constmcting a 500 foot pipeline to convey water to
the treatment plant, a bridge over the spillway chute, and a pump when the reservoir water Ievel is low or to pressurize
the treatment plant. The project is currently on-hold pending resolution of other outside funding issues.

25. Riverside Reservoir and Land Comnanv - Riverside Reservoir Spillwav Rehabilitation
Authorization: SB 98-1189 County: Weld-NW of Wiggins
Water Source: South Platte River Project Yield: 200 ac.ft.
Tenns of Loan: $450,000 @ 3.75% for 20 yrs.Project Type: Spillway Rehabilitation

.

This project is the construction of an emergency spillway on the Riverside Reservoir Dam, located 1 I miles
northwest of Wiggins in Weld County. The State Engineer has placed a storage restriction on the reservoir until an
emergency spillway is completed. The Riverside Reservoir and Land Company contracted with W.W. Wheeler and
Associates of Denver to prepare construction plans and specifications. The State Engineer's office and the Riverside
Reservoir and Land Company are currently evaluating alternate spillway sizes. The Company is currently resolving
right-of-way issues downstream of the spillway.
