3\"ailablc by the end of this month. The state and affected water users will be meeting prior to
the eWeB meeting to discuss public outreach and some of the logistics associated \vith
implementation of the proposed program. A few other points of in teres I are summarized below:

. The National Academy of Science study director sent an e.mail indicating that it will be
difficult to complete their report by the end of January as planned. The estimated date for
completion is March but the Department of Interior is not comfortable with this date and
will be pushing formaTe rapid complelion of the NAS study.

. The Lake .\tacConaughy Environmental Account manager has indicated that the USF\\'S
would like to release a pulse flow in the spring/summer. Colorado and the other states
pointed out that the current river hydrology and past drought conditions would likely
significantly reduce any potential benefit from a pulse release. It was also pointed out that
there needs to be detailed monitoring of any attempted pulse no\',' release to see if the
pulse meets its intended purposes. Colorado suggested that the USFWS include the
Technical Committee in the development of a monitoring plan.

. The Water ~lanagement Committee (WMC) has been somewhat dormant over the last
year. It is expected that the \V7\lC will gear up over the next few months with a focus on
finalizing the remaining future depletions plans. Colorado's North Platte Depletion Plan
will be one of the first plans "formally" reviewed by the WMe.

Chatfield Reservoir Reallocation Study: The eWCB and Colorado State Parks, in cooperation
with contractors from Scar Brown Group and EDA \V of Fort Collins are busy completing the
Chatfield Reservoir Reallocation. Recreation Mitigation Study. This study is examining
alternatives, plans and construction
estimates for relocating State Parks'
facIlities so that the mean storage .
elevation of the reservoir could be
increased by 12 feet. The graphic
illustrates key mitigation points in
the park that are the two marinas,
sv,.im beach and key natural and
wildlife habitat at the southwest and
southeast ends of the reservoir.

One of the subcomponents of the
reallocation study is a recreation
mitigation study that is examining
the need for roadway alignments
and bridges ifmore water is stored
in the reservoir. The results of this
analysis are due at the end of
February 200-1-. A progress repon
memo and presentation is scheduled
to be provided to you at the ~larch
meeting.

The USFWS has also determined
that an ESA consultation is needed
because the area immediately below
the spillway may be Preble's
meadow jumping mouse habitat.
Initial eSlimatcs are that 200 acres

20

.

-
--...---- 0---
-----........-
.......----- ----
.......-----

.

Chatfield State Park
"'eoellt"Qt\;ll1 M'1.JgalOfl $I<.ody
--
=-':'....:::.__ 0_

.
