We have also attached a copy of the <br />Secretary's remarks delivered to the convention by Bennen Raley. <br /> <br />Glen Canyon Adapthe ~1anageml'nt Program: The GCAMP has been using a model to <br />estimate the size of the Humpback Chub population in the Colorado River and the Grand <br />Canyon. This model is different than the 3-pass mark recapture process used in the Upper <br />Colorado RIP and identified in the Reco\.ery Goals for determining population size. The <br />GCA....\IP asked a panel of recognized fishery experts which method was the better and the panel <br />decided that either method is acceptable. The U.S. Fish and Wildlife Service now must decide if <br />they will accept either approach for purposes of population estimates under the recovery goals. <br />If they will not. the GCAMP does not seem inclined to change and could be faced with making <br />multiple population estimates for the Canyon chub population to the detriment of the fish and the <br />budgets. <br /> <br />We continue to press Interior for a endangered fish recovery program in the Grand Canyon and <br />tributary areas bctv.cen Glen Canyon Dam and the upper end of Lake ~1cad. While Interior's <br />representative appear receptive to the idea, nothing seems to be happening in this regard. We <br />have discussed the idea with the Lower Basin States as well, but there is no clear consensus for <br />the effort. <br /> <br />Finally, we have been going through the development ofthl' 2005 budget for the GCAMP and <br />we continue to have major disagreement within the GCAr...t? as to the necessity of looking al <br />sediment augmentation for the Canyon. We have continually opposed such efforts. but the <br />GeM1P, at least at the T\\'G level seems more welling to investigate the feasibility of such than <br />ever before. <br /> <br />Creen :\lountain Re$er\'oir-HUP "'rap-up ~Ieeling: The wrap-up meeting for operations of <br />the HUP pool pursuant to the Orchard Mesa Check case settlement will be held on Jan. 28 at the <br />River District Offices in Glcnwood Springs. <br /> <br />Aspinall Unit Operations .'Iecting: The next meeting is scheduled for Jan. 22 at the ~10ntrose <br />Civic Center Pavilion in ;'-,10nlrose.
