<br />Ground Water Commission meeting: The Ground Water Commission will hold its first <br />quarterly meeting on Feb. 24 in Wray, in conjunction with the Ogallala Symposium, which will <br />be held on Feb. 23. <br /> <br />CLE Colorado Water Super-Conference: On Mar. 11-12 a CLE Super-Conference on <br />Colorado Water Law will be held. Ted Kowalski will speak on Mar. II about Recreational In- <br />Channel Diversions. Frank McNulty, Assistant Director of Water Policy for the DNR will <br />speak about: "How new uses impact allocation of water in our State?" . <br /> <br />RICD Policy: At your direction, Tom Browning and Ted Kowalski have worked with Greg <br />Hoskin to address some additional issues regarding the newly adopted RICD policy. A revised <br />version of the policy is attached. Board members are encouraged to contact Tom Browning or <br />Ted Kowalski if they would like to discuss any proposed changes before we bring this matter <br />back to the Board at your March meeting. <br /> <br />Development of Strategic Plan and Marketing Strategy for the Water Acquisition <br />Program: In March 2003, the CWCB authorized development of a Strategic Plan and Marketing <br />Strategy for the Water Acquisition Program to identify key prograrn objectives, plan for program <br />development and increase program awareness. The project includes two main components.: <br /> <br />. Development and documentation of an internal strategy for the prograrn' s growth and <br />development over the next 3-5 years, and <br /> <br />. Preparation of marketing documents and other information describing the Water <br />Acquisition Program. <br /> <br />We are drafting the Strategic Plan with the help ofBouvette Consulting. The Plan will identify <br />key Program objectives and goals, and the strategies and tactics that will be implemented to <br />achieve the stated goals, The outline of the Plan is as follows: <br /> <br />. Purpose of Plan <br />. Key Program Objectives and Goals <br />. Strategies and Tactics in the Key Areas of Program Policy, Education and Outreach, <br />Program Applications, Technical Support and Consulting Services, and Prograrn <br />Administration <br />. Roles and Responsibilities <br /> <br />Development of the Plan will occur in early 2004. The key production steps and tentative <br />timeftames are as follows: <br /> <br />1. Develop working draft of the Plan for staff use and review (January 2004) <br />2. Engage selected special interest groups and potential partners (February 2004) <br />3. Develop Draft of the Plan for Board review and comment (March 2004) <br />4. Present Draft of the Plan at Board Workshop (March 2004) <br />5. Obtain Board feedback (April 2004) <br />6. Develop Final Plan for Board approval (May 2004) <br /> <br />Draft marketing documents have been created to aid in communicating key technical and <br />programmatic information to those that want or need the information.
