<br />-4- <br /> <br />l2.b Water Supply Planning and Finance Section - Small Project Loans - <br />Glenwood Irrigation Company <br />Track 3, Start/Stop: 1 :27:54-1:42:06 <br />Action: A motion was made by Carolyn McIntosh and seconded by Ray Wright that a <br />Small Project Loan not to exceed $386,000 be issued to the Glenwood <br />Irrigation Company to rehabilitate the 1940' s portion of the siphon for the <br />Glenwood Ditch. The term of the loan is to be 30-years and the lending rate is <br />to be 4 percent. Security for the loan will be a pledge of assessment revenues <br />backed by an assessment covenant and the project itself. Approval of this <br />loan shall be contingent on final approval of the Projects Bill (HB 02-1152), <br />which will allow CWCB to loan up to $1,000,000 without additional <br />legislative approval. Final approval of the loan will be conditioned upon all <br />other standard contracting provisions of the CWCB. Motion approved (7-0). <br /> <br />l2.c Water Supply Planning and Finance Section - Small Project Loans- John Peroulis & <br />Sons Partnership - Follow-Up <br />Track 3, Start/Stop: 1 :42:06-2:29:00 <br />Action: A motion was made by Eric Wilkinson and seconded by Carolyn McIntosh for <br />a follow-up loan from the Small Project Account not to exceed $150,000 to <br />the John Peroulis & Sons Partnership to rehabilitate and enlarge the Martin <br />Cull Dam. The term of the loan is to be 30-years and the lending rate is to be <br />2.75 percent. Security for this loan and for the initial $100,000 loan will be <br />the Martin Cull Reservoir, the water rights to fill the reservoir, and 200 acres <br />of land underlying and surrounding the reservoir. Staff will work with <br />applicant to obtain a first lien on additional collateral. If additional collateral <br />is not obtained, the total loan will be limited to $200,000. Approval of this <br />loan shall be contingent upon final approval of the Projects Bill (HB 02- <br />1152), allowing CWCB to loan up to $1 million without additional legislative <br />approval. Motion was approved (7-1 with Don Schwindt not approving). <br /> <br />A motion was made by Carolyn McIntosh and seconded by David Smith for a <br />grant of up to $5,000 from the Feasibility Study Small Grant Account to pay <br />for one-half the costs of the feasibility study for this project. Final approval of <br />the loan will be conditional upon all other standard contracting provisions of <br />the CWCB, and all partners must be signatories to the loan contract. Motion <br />was approved 6-2 with Don Schwindt and Bob Burr not approving. <br /> <br />13.
