The purpose of the plan is to develop water resources, systems, and facilities in whole or in part for the <br />benefit of the Authority members and their inhabitants, and other residents of the county, now and into the future. The <br />County is currently focusing on eight study areas; El Paso County water resources, potential water import projects, <br />optimum county water distribution infrastructure, water plan for private well owners, water reuse projects, synergistic <br />projects with Colorado Springs utilities, other studies, and an overall project master plan summary. The Water <br />Authority has completed Phases 1, 2A, 2B, 3, 4B, 4C, 4D, and 4E of the Master Plan. The overall Master Plan is <br />approximately 60% complete. <br /> <br />8. Weld County Tri-Area Sanitation District - Regional Detention Pond <br /> <br />Authorization: HB 00-1419 <br />Water Source: nla <br />Terms of Loan: $1,500,000 @5.00% for 30-years <br /> <br />County: Weld - S. of Frederick <br />Project Yield: nla <br />Project Type: Regional Detention Pond <br /> <br />The communities ofDacono, Frederick, Evanston, and Firestone have consistently experienced flooding problems due <br />to storm runoff from irrigated farmlands and adjacent developments. These communities have suffered many recorded <br />flooding events, dating back to 1957, which caused in excess of $300,000 in flood related damages. With significant <br />population growth occurring within the District, the District cooperated in the development of the 1-25 Corridor Master <br />Drainage Plan. The master drainage plan recommended that the existing detention pond located on the south side of <br />Frederick be enlarged to a regional detention pond, to mitigate future flood damage to the surrounding communities. <br />The regional detention pond would encompass over 60 acres of land and store approximately 146 acre-feet of <br />stormwater during a 100-year event. The Sears-Brown Group is completing the design during the summer of2001, <br />with construction tentatively scheduled to commence in the Fan of 200 1. <br /> <br />9. Collins <br />Dry Creek Basin Project Yield: NIA <br />$920,000 @4.25% for 3D-years Project Type: Flood Mitigation <br /> <br />Dry Creek is located north of Fort Collins, with a majority of its 75 square miles of drainage basin area located within <br />Larimer County. The uppermost portion of the basin consists of rangeland and irrigated pastures. The lower portion <br />of the basin within the city limits of Fort Collins consists of commercial, industrial, and residential development. Over <br />the years the lower 2/3 of the Dry Creek floodplain corridor has almost been completely eliminated due to <br />development. The 100-year runoff for Dry Creek is 5,022 cfs. The intent of the project is to control floodwaters in <br />the upper basin area by means of detention facilities to reduce the peak discharge from 5022 cfs to 500 cfs above the <br />Weld Canal, utilize a specifIC reaeh of the Weld Canal to transport the 500 cfs, and construct approximately 1.5 miles <br />of new open channel from the Weld Canal to a designated point along Dry Creek, located downstream of existing <br />development. The proposed improvements would remove over 800 structures out of the Dry Creek regulatory 100- <br />year floodplain. The project is currently in the feasibility/preliminary design phase. Tentatively the project schedule <br />is contingent upon future loan approval, which is currently planned to be presented to the Board at the November 2001 <br />meeting. <br /> <br />10.
