I

I

512

Please note that the contract calls for an advance of
$55,000 to the Bureau of Reclamation for contract obligations as
well as eventual payments under a proposed mapping contract. Your
May 31, 1956, letter would infer that payments be made on a repay-
ment basis; however, without transfer of funds, there would be seri-
ous question as to whether we would be able to finance a program on
the West Divide project this year. Briefly, the situation is this:

As shown by the enclosed preliminary abstract of bids, the
low bid is in an amount of $130,945.00 for a Schedule 1 on the Silt
Project, and Schedule 2 covering approximately 112,000 acres on the
West Divide Project. For us to proceed with the award of a contract
it is necessary to obligate funds for the full amount of the contract
even though payments for work accomplished will probably not be made
until F.Y. 1953 or near the end of the 240 and 300 day scheduled de-
livery date. Our present investigation funds are not adequate to
cover the full initial obligation required at this time.

If the enclosed contract is satisfactory and the transfer
of funds is permissible, we would appreciate a phone call as soon as
possible. This will permit us to forward the contract to our Wash-
ington office for their approval and to make an award of contract
to World-Wide Cartography ln time to take advantage of potentially
favorable flying weather in November and early December.

Please execute and return the original copy for our use.
The other copy should be executed and returned to this office, and
as soon as the contract is approved in Washington, the duplicate
original will be executed on behalf of the United States and returned
for your files.

Yours very truly,

Enclosure

PAU~ER B. DeLONG/s
Acting Regional Director

In my answer to the Bureau, I said this
would have to come before the Board before any
decision could be made and, secondly, we could
not place the $55,000 in their hands without
approval by the Controller. We had a confer-
ence in Salt Lake City in regard to this matter
and I would like Mr. Jerman of the Bureau of
Reclamation to explain matters which we dis-
cussed at that time."

~rn. JERr1AN:

"The negotiations, up to the point of re-
ceiving Mr. Crawford's letter, were being held
up as we did not have enough money. In the con-
tract we asked for two plans, one of which was
