This, no doubt, <br />will be brought up during the coming:Legisla- <br />ture and there are all kinds of legal ques- <br />tions involved. That's only one:of the pro- I <br />blems that occurs to me but it seems to me to <br />be a very pressing legal question. There is <br />a very difficult question facing the State of. <br />Colorado and that's in the San Luis Valley - _ <br />what can be done about it by counsel? At this <br />point, that is something 1 don't know - 1 <br />haven't heard anyone come up with an answer to <br />the problem. 1 know that Steve, who is an at- <br />torney, has given a great deal of thoughtto <br />the Rio Grande Compact. 1 know he is very in- <br />terested and 1 am sure it should be examined <br />very closely by the State. 1 feel that the <br />water problems, and we do have problems although <br />litigation is not immediate, ought to be very <br />carefully studied in close connection with <br />Governor-elect ~~cNichols and Attorney General <br />Dunbar and I do believe this Board needs some- <br />one at work on these problems legally. Counsel <br />of this Board should be following the Califor- <br />nia case very closely, not to get into it but <br />to be sure Colorado's interestsare not over- <br />looked and that nothing adverse comes out of it <br />for Colorado. 1 think this Board needs a ooun- <br />sel and 1 believe counsel should be appointed <br />at a reasonably early date so that counsel can <br />commence studying up on the water situation. <br />1 would hope that you might amend your motion <br />setting a date such as January 15th or so.:' <br /> <br />"May we have a discussion on the date of <br />the next meeting. <br /> <br />The motion made by Mr. Stapleton, which <br />is before the Board, is as follows: <br /> <br />'1 move that the matter of selection of <br />counsel be tabled and that the Board recon- <br />veneat a later date to discuss this appoint- <br />ment further.'" <br /> <br />I <br /> <br />"1 should like to amend my motion to read <br />as follows: That the question of.appointing <br />counsel for the Board be tabled and that the <br />Board reconvene for further discussion of this <br />matter with Governor-elect McNichols and At- <br />
