Lile ~L- <br /> <br />FROM: <br /> <br />DATE: <br /> <br />January 16, 1995 <br /> <br />SUBJECT: <br /> <br />Agenda Item 3: Director's Report - January 25, 1995 <br /> <br />The following is a summary of major activities of the Director since the November 3-4, 1994 <br />Board Meeting: <br /> <br />Arkansas River: Meetings continue with the Arkansas River Coordinating Committee. We have <br />established three working subcommittees; one for the purpose of analyzing available sources of <br />augmentation supplies (Water Acquisition Subcommittee), another to refine the range of <br />depletions from groundwater pumping (Augmentation Water Subcommittee) and the third to <br />explore options for the integration of recreation and wildlife uses with augmentation opportunities <br />(Recreational Subcommittee). The working groups are meeting in January and a full committee <br />meeting will be held in February. <br /> <br />Hal Simpson and I have also proposed that a water management project be developed for the <br />Arkansas River. The project would be similar to a water bank, but would have additional <br />functions including acting as a depository for various sources of augmentation water, coordinating <br />the replacement of depletions, accounting for groundwater pumping, and purchasing water as <br />required. It is our opinion that the entity would need to be established by either legislation or <br />perhaps under the present conservancy laws. The Water Acquisition Subcommittee will be <br />reviewing the proposaL Attached to this report is a draft copy of the overall concept, which has <br />been mailed to the full committee. <br /> <br />Colorado River: The Secretary of Interior has advised the Seven Basin States that the plan to <br />conduct the flood releases (spike flows) from Lake Powell has been postponed indefinitely. <br />, . <br />However, it is our understanding that the U.S. Bureau of Reclamation intends to address the <br />
