They might veer off in a totally <br />different direction than a water rights com- <br />mission elsewhere. Now how is this coordi- <br />nated or brought into uniformity or whatever <br />the word is I want to use. Larry?" <br /> <br />I <br /> <br />MR. SPARKS: <br /> <br />"Fred. this was something that worried <br />us also. If we tried to create four sepa- <br />rate commissions or had four commissions <br />appointed locally or however we wanted to do <br />it. we could not see how we could get any <br />uniformity. <br /> <br />There can be only one law of the State <br />of Colorado and that is any law which is <br />passed by the legislature and signed by the <br />Governor. We only have one law. whether it <br />concerns water or anything else. Obviously <br />we can't fragment it into many parts. depend- <br />ing upon how anyone would like to interpret <br />it in any given area. The only way we could <br />see to insure any uniformity was to have some <br />agency which would have supervisory authority <br />over the commissions or boards or whatever <br />may be appointed. and which had the authority <br />to impose upon them uniform rules of proce- <br />dure and regulations. We have provided in <br />here that the commissions. if created. would <br />prepare jointly common rules of procedure. <br />subject to the approval of this state board <br />which represents the entire state. Only by <br />putting such commissions under the umbrella <br />of some agency can any uniformity be insured. <br />As a practical matter. you can't ever insure <br />complete uniformity or you can't legislate <br />against human nature. We will have varia- <br />tions. However, by placing the commissions <br />under this Board. which represents all of the <br />people of the state. we thought that some <br />uniformity could be obtained." <br /> <br />MR.
