'How much <br />longer are you going to duck the question?' <br /> <br />In reviewing Mr. Geissinger's bills I <br />become confused. I just can't follow all of <br />the various ramifications. One of the things <br />that I fear in this is that in creating this <br />water engineer and the powers they have estab- <br />lished for him. he becomes the engineer and <br />he becomes the jury and the judge and he <br />becomes the man that creates policy and ad- <br />ministers the policy. He has to be an <br />agriculturist. an agronomist. a horticultur- <br />ist. and most of all he has to be a humani- <br />tarian. I really question if it is possible <br />for anyone man to do this. This disturbs me <br />and I'm sure you have heard this elsewhere. <br /> <br />I <br /> <br />The creation of water rights commissions, <br />as Larry has suggested in his bill. has caused <br />me to ask the question of how do we - and I <br />think I'd like to address this to Larry and <br />have him answer it - create uniformity then <br />in these various districts? I can see in <br />our own area where a water rights commission <br />
