I think also <br />that we can recognize as a fact of life that <br />Mr. Danielson's death in the summer created <br />a substantial crimp in the abilities of Mr. <br />Geissinger's committee to corne up with drafts. <br />Nevertheless. and I don't want at this meet- <br />ing to discuss the pros and cons or to point I <br />the finger at anybody. what has been done <br />has been done. But I think the grave problem <br />that distresses me more than anything is that <br />We should have been having the meetings we <br />are having right now last September. Unless <br />we come up with unanimity among ourselves <br />and then go out and sell it to the people who <br />have to deal with these problems. everybody <br />is going to come to this legislation with <br />either no understanding of it at all or a <br />misconception.
