that we can recognize as a fact of life that
Mr. Danielson's death in the summer created
a substantial crimp in the abilities of Mr.
Geissinger's committee to corne up with drafts.
Nevertheless. and I don't want at this meet-
ing to discuss the pros and cons or to point I
the finger at anybody. what has been done
has been done. But I think the grave problem
that distresses me more than anything is that
We should have been having the meetings we
are having right now last September. Unless
we come up with unanimity among ourselves
and then go out and sell it to the people who
have to deal with these problems. everybody
is going to come to this legislation with
either no understanding of it at all or a
misconception. The result may very well be
that we are going to get some legislation
that is d~afted and accepted as an emergency
e~pediency that none of us are going to like
at all.

This reflection is not made to anyone.
I just happen to think that this might be an
appropriate time to at least voice my com-
ments. which I think have been the comments
of the Board from time to time over a period
of the past year that we had to get moving
early in an off year .of the legislature so
that we could progress further.

Mr. Barkley. I would take it that your
Advisory Committee is still standing by
ready to assist in any further suggestions
the Board might come up with today?"

MR, BARKLEY;

"We'd be happy to do that. Again I would
only repeat that I have the very definite and
positive feeling that the Advisory. Co~ittee
would like very much to see the more specific
and direct approach of the bill that is before
your Board coordinated with the best features
of some of the items that your committee has
