should be a compromise which will provide a
solution by utilizing the best portions of
the suggestions. There are certainly other
alternative methods. We have heard other
suggestions by other groups presented to the I
Senate committee. There perhaps may be
other alternative bills or methods or means
suggested for solving the problem. We would
certainly be hopeful that utilizing the
direct solution of this problem. as this bill
does. and utilizing. perhaps. some parts of
the water rights determination bill. a usable
solution can be attained. Certainly within
the body of those documents there can be
found a bill which will let the state address
itself to the one principal problem that is
before us. Again. not in any way detracting
from the work your committee has done. Mr.
Geissinger. we think that many of the things
that are proposed in some of your bills are
aside from the heart of the problem to which
this Board's bill addresses itself."
