commissions is the appropriate or proper
route to go. They have some reservations
on that point and we had no clear concensus
of opinion on the Advisory Committee.

For the moment forgetting how that com-
mission is established, we need some agency
that can take into account the problems that
have accumulated for some thirty years.
Some. b09Y or some agency needs to be able to
look at the plans and determinations that are
made by water users and their suggestions for
modifications of their decrees. This would
permit them, by specific plan and with
specific rules and regulations. to conjunc-
tively operate without interference with' the
already existing decree system.

I should say that, although many of us
listened to the discussion of the package of
bills that have been presented by Mr. Geis-
singer and his group. as an Advisory Committee
we did not address ourselves to the content of
those bills except in a general way. It was
the concensus of the committee that they
covered material far beyond the intent that
was expressed in Senate Bill 407. Now this
does not mean to indicate that perhaps some
of the things that are suggested might not
at sometime be reasonable. might not be use-
ful. or might not at sometime be necessary.
I am sure we have reservations as to the
necessity for all of those at the present
time. They do not all address themselves to
the singular most pressing problem that we
have as a state and that is to integrate
those two uses of water.

It is the thinking of the committee and
the hope of the committee certainly. that
between the best concepts that are contained
within the bill that your Board has drafted
and taking out of the bills that Mr. Geis-
singer's committee has put together. there
