<br />method of establishment of the water rights <br />commissions is the appropriate or proper <br />route to go. They have some reservations <br />on that point and we had no clear concensus <br />of opinion on the Advisory Committee. <br /> <br />I <br /> <br />For the moment forgetting how that com- <br />mission is established, we need some agency <br />that can take into account the problems that <br />have accumulated for some thirty years. <br />Some. b09Y or some agency needs to be able to <br />look at the plans and determinations that are <br />made by water users and their suggestions for <br />modifications of their decrees. This would <br />permit them, by specific plan and with <br />specific rules and regulations. to conjunc- <br />tively operate without interference with' the <br />already existing decree system. <br /> <br />I should say that, although many of us <br />listened to the discussion of the package of <br />bills that have been presented by Mr. Geis- <br />singer and his group. as an Advisory Committee <br />we did not address ourselves to the content of <br />those bills except in a general way. It was <br />the concensus of the committee that they <br />covered material far beyond the intent that <br />was expressed in Senate Bill 407. Now this <br />does not mean to indicate that perhaps some <br />of the things that are suggested might not <br />at sometime be reasonable. might not be use- <br />ful. or might not at sometime be necessary. <br />I am sure we have reservations as to the <br />necessity for all of those at the present <br />time. They do not all address themselves to <br />the singular most pressing problem that we <br />have as a state and that is to integrate <br />those two uses of water. <br /> <br />I <br /> <br />It is the thinking of the committee and <br />the hope of the committee certainly. that <br />between the best concepts that are contained <br />within the bill that your Board has drafted <br />and taking out of the bills that Mr. Geis- <br />singer's committee has put together. there <br />
