<br />:>U/.L <br /> <br />and would be a beneficial project. <br /> <br />I <br /> <br />The Bureau of Reclamation will take care <br />of the matter of the engineering and economic <br />feasibility. The people from the conservancy <br />districts should not attempt to justify in <br />detail the economic and engineer.ing feasibility <br />of these projects. But they can testify in <br />their opinion, based upon their experience in <br />the area, that the projects do appear to be <br />sound from an engineering and economic view- <br />point. <br /> <br />The matter of crop surpluses often rears <br />its ugly head in that committee. We have been <br />able to meet that successfully by showing that <br />in these reclamation areas we actually eliminate <br />much of the dry farming which is now in wheat <br />or other grain crops and convert that type of <br />farming into forage crops and row crops, which, <br />in general, are not in surplus. And any other <br />points which individuals think should be em- <br />phasized. <br /> <br />We would like to limit the testimony to <br />about two witnesses per conservancy district, <br />but when we have particular problems such as <br />the oil shale companies or we have Peabody <br />Coal or Pittsburg-Midway, we should have either <br />written statements from them or we would like <br />to have some of those people present verbal <br />testimony as to their future plans for oil <br />shale and thermal generation development. The <br />cities particularly, such as Durango, Cortez, <br />and others that will immediately subscribe to <br />additional municipal water, should be able to <br />testify to that fact at these hearings. <br /> <br />I <br /> <br />Governor Love will present the major <br />testimony for the state of colorado and will <br />cover the other points. The conservancy dis- <br />tricts' job will be merely to cover their <br />particular interest in this bill and also to <br />state that they endorse the bill. <br /> <br />For those of you who are not on our mailing <br />
