<br />.,JUU::1 <br /> <br />announcement will be for the week of May 9th. <br /> <br />I <br /> <br />We discussed with the Congressman and <br />with other members of the delegation, particu- <br />larly Congressman Rogers, the scope of the <br />hearings and what should be said at the hear- <br />ings. It seemed to be the concensus of opinion <br />that we should not plow up old ground, that the <br />hearings should be limited to new matters only. <br />The new matters, of course, in Colorado are the <br />inclusion of our projects, those sections which <br />apply only to Colorado, and that section which <br />applies to the operating criteria for Glen <br />Canyon. Hopefully, the scope of the hearings <br />can be limited to that. The other states will <br />not put in any great amount of additional <br />testimony except to express their agreement to <br />these operating principles for the combined <br />Glen Canyon-Boulder Dam operation. <br /> <br />Our Advisory Committee met just before <br />the Washington trip to go over the testimony <br />and any other matters pertaining to this bill. <br />Various conservancy districts are now pre- <br />paring their testimony. They have been re- <br />quested to limit their oral testimony to not <br />more than ten minutes and preferably shorter. <br />Becaus€ of the great magnitude of this bill, <br />the individual witnesses are not going to <br />have much time. However, a 20-minute or <br />30-minute statement can be put into the record <br />as though it were read in full. So we have <br />cautioned the witnesses, in whatever statement <br />they want to prepare, to have it in such shape <br />that they can read only the particular para- <br />graphs that should be emphasized. <br /> <br />I <br /> <br />There was mailed yesterday to the members <br />of this Board and to the members of the Ad- <br />visory Committee a memorandum on this subject. <br />In the memorandum we set forth a suggested <br />form of testimony, with a preface and then <br />the points that we thought should be covered. <br />The particular points that should be empha- <br />sized by the conservancy districts, and by <br />people testifying who use water in the <br />
