On September 8 the PMRCA held a regularly scheduled Board of Directors e
meeting. Staff received a call from PMRCA after that meeting informing the CWCB
that:

1) They were no longer interested in participating in a 3-party agreement with regard to
the construction and operation of an RO plant.
2) As a private non-profit organization, they were going to pursue grant money and try
to finance completion of the project on their own.

Recent Proe:ress

Two letters (attached) have been received from the PMRCA, one dated October 5,
1998 from Ms. Kelley Calder (pMRCA newly elected financial officer), and the other
dated October 30,1998 from Mr. Charles Palmer, President of the PMRCA.

It is clear from these letters that the PMRCA is developing new ideas regarding
the completion of the project and solutions to their financial constraints under the
direction of newly elected leadership.

Staff has responded to the PMRCA (November 12, 1998 letter attached) with
some concerns and an offer of support in any of their financial, technical or construction tit
efforts. With less than a year remaining on their Construction Loan Contract (October 9,
1999 deadline), and the Association's new officers, we are cautiously anticipating
renewed progress.

tit
