.

STATE OF COLORADO

Department of Natural Resources

o

COLORADO WATER CONSERVATION BOARD

721 Stale Centennial Building
1313 Sherman Slreel
Denver. Colorado 80203
Phone(303)~3441
FAX (303) 866-4474

MEMORANDUM

Roy Romer
Govemor

Danese. Lite. P.E.
Director. CWCB

TO: Members, CWCB

FROM: Dan Merriman, Chief

DATE: July 9, 1993

SUBJECT: Agenda Item 1130 July 22-23, 1993, Board Meeting--
Instream Flow Program: Final Notice
Water Division 1, Little Dry Creek

GENERAL BACKGROUND

. The attached Final Notice is for a stream segment on Little Dry Creek in Water
Division 1 south of Denver in Arapahoe County (see attached map). This Final Notice
reflects revisions to the Preliminary Notice presented to the Board at its May 6-7, 1993,
meeting. These revisions included modifications of both the upper and lower termini as well
as changes in the recommended flow amounts and time periods. The lower terminus was
moved upstream from Hampden Avenue to South Clarkson Street since a natural
environment could not be verified in this reach due to the presence of an artificial, riprap-
lined channel. In addition, the upper terminus was moved from the headwaters downstream
to the confluence with Willow Creek due to physical water availability problems.
Furthermore, seasonal flow amounts were eliminated in favor of a year round flow and the
overall flow recommendation was reduced based on further investigations into the
requirements of the native fish species and the hydrologic characteristics of Little Dry
Creek.

CONSULTATIONS

.

The Board staff has continued to receive numerous written comments in support of
a CWCB instream flow appropriation on Little Dry Creek. Since some individuals who have
commented or who may have an interest in Little Dry Creek may not be able to attend the
Board Meeting, the staff scheduled a presentation before the Greenwood Village City
Council on July 7, 1993 to solicit additional comments, answer questions and/or address
concerns.
