<br />Agenda Item lla <br />July 9, 1993 <br />page 2 <br /> <br />TECHNICAL INVESTIGATIONS <br /> <br />The enclosed packet of technical data forms the basis for the staffs <br />reco=endations. This data includes the Divison of Wildlife's (DOW) report dated April <br />5, 1993 which details the biological analyses behind the instream flow reco=endation, a <br />supplement to this report dated July 1, 1993 which refines the reco=endation, and a staff <br />analysis on water availability. <br /> <br />Natural Environment Studies <br /> <br />The DOW has conducted field surveys of the fishery resources on Little Dry Creek <br />and has found a natural environment which can be preserved. To quantify the resources <br />and to evaluate instream flow requirements, the DOW collected biologic and hydraulic data <br />which was analyzed by the DOW and Board staffs. Based on the results of these analyses, <br />the DOW prepared a reco=endation on the amount of water necessary to preserve the <br />natural environment to a reasonable degree. <br /> <br />Water Availability Studies <br /> <br />The CWCB staff has conducted a detailed evaluation of water availability for this <br />stream. To determine the amount of water physically available for the Board's <br />appropriation, the staff utilized appropriate standard methods to develop a hydrograph of <br />mean monthly flows on Little Dry Creek. The staff also relied upon the flow measurements <br />made as part of the field survey as an indicator of the amount of water physically available , <br />in each stream. To determine legal availability, the Board staff analyzed the water rights <br />tabulation for Little Dry Creek and consulted with the Division 1 Engineer and District 8 <br />Water Commissioner to identify any potential water availability problems. The staff has <br />found that no problems exist and that water is available for appropriation. Based upon the <br />-above analysis; the .staff -concludes that water is "available for appropriation- on Little Dry <br />Creek to preserve the natural environment to a reasonable degree without limiting or <br />foreclosing the exercise of valid existing rights. <br /> <br />STAFF RECOMMENDATION <br /> <br />For the stream listed in the attached Final Notice, the staff reco=ends that the <br />Board, <br /> <br />(1) Determine. pursuant to section 37-92-102(3), CRS, and based upon the <br />reco=endation of the DOW, a review of the data, and other information <br />presented by the staff, in this' memo and orally, and the staff's <br />reco=endations for an instream flow appropriation on the stream identified <br />in the attached Final Notice; that: <br />
