<br />279 <br /> <br />I <br /> <br />An interesting proposition was put out that we go <br />along with Echo Park. Our thinking is that the basic <br />problem is to develop the area and not on how cheaply <br />we can develop power. <br /> <br />Mr. Merriell stated that he came to the Western <br />Slope in 1894, and the same situation existed on the <br />Gunnison which is full of potential developments. ~n <br />a recent study which he made he discovered that 6/7 <br />of the water rights in the ~unnison were junior to <br />the Uncompahgre project. That river is not being ad- <br />ministered according to the law of priority. We must <br />assume that the Uncompahgre Project has not calied <br />for such an administration for two reasons: <br /> <br />1. 80t of the water diverted in the Gunnison <br />Valley comes back as return flow to the Un- <br />compahgre Project, and is divertable through <br />the tunnel. <br /> <br />2. Development is going on in Gunnison county <br />and that rate of flow will not continue to be <br />80%, and Montrose might decide that river ought <br />to be administered according to the law of <br />priori ty. <br /> <br />Mr. Crawford read the following telegrams and <br />letters: <br /> <br />Telegram from A. Allen Brown, Attorney at Law, Delta, <br />Colorado as follows: <br /> <br />I <br /> <br />"Ivan Crawford, Director, Colorado Water Con- <br />servation Board, Room 212 State Office Building, <br />Denver. Where over 70t of water at Lee Ferry <br />is furnished by this state. We believe that <br />Colorado is entitled to Curecanti miltiple use <br />reservoir on the Gunnison River and that the <br />same is vital to future development of the <br />area. Colorado River is already well regula- <br />ted by Green Mountain and Granby Reservoirs. <br />Curecanti is the only reservoir in the proposed <br />hold-over storage program that will directly <br />benefit Colorado. Isl A. Allen Brown, ~ttorney <br />at Law, Delta, Colorado". <br /> <br />"Ivan C. Crawford, Director, Colorado Water <br />Board, 212 State Office Building, Denver. We <br />urge Colorado State Water Board to reaffirm its <br />approval of Curecanti reservoir. Gunnison Valley <br />needs water storage for its immediate and future <br />development. Isl L. A. Busey, President, Gun- <br />nison Valley Coals, Inc., Delta County Commissioner." <br />
