As such, the probability oithe Corp not finding resources to fulfill our
commitmentto responses 1 through 3 is unlikely. But if for some reason the Corps
cannot perform these items, the Corps would be more than willing to partner with the
CWCB and National Weather Service in a joint request for National Academy of Science
assistance in resolving the PMP differences.

We have based these responses on our confidence that the ewes and Working
Group will work with the Colorado Congressional members in getting FY04legislation
allowing the Corps to fulfill all of these responses. The Corps has carefully adhered to
the federal legislation on Cherry Creek authored by the Colorado Congressional
delegation and wi1l proceed with these requests only after receiving confirmation that the
Colorado Congressional members. specifically Representatives Hefley and Taneredo,
concur with the Corps' actions. A copy of this letLer has been sent to Congressman
Hefley and Congressman Taneredo.

Great progress has been made on the PMP issue in the last few years and I see
that progress continuing.
