<br />SEeTlOISIX <br /> <br />Final Two Organizational Alternatives <br /> <br />Based on the analysis shown in Table 7, Alternative Cl, a Drainage Authority with the District <br />as an operating ann is recommended by the Steering Committee, representatives of the five <br />entities, and consultant for the following reasons: <br /> <br />. The primary reason for this recommendation is that the board of a Drainage Authority could <br />be more representative than the current board of the District (unless statute changes are <br />requested of the state legislature). This is an important consideration because the District <br />would need to implement a service fee throughout its boundaries, which includes most of the <br />property within the other jurisdictions. The residents of the other jurisdictions will most <br />likely want adequate voice via more elected representation in regards to the collection and <br />expenditures of their funds. <br /> <br />. Another important consideration of the Steering Committee is the need for limitations on the <br />selected organization.. Under alternative Cl, limitations can be written into the contract <br />setting up a Drainage Authority. However, under alternative C2 the limitations will <br />primarily be those within the District statute, unless the statute is changed by the state <br />legislature. <br /> <br />. The final reason for selecting Alternative Cl is that the area that a Drainage Authority will <br />include can be the entire study area, whereas the current area of the District does not include <br />the entire study area. <br /> <br />While the District would be a simpler organization with less additional government, the <br />limitations of the existing District statute put it at a disadvantage in meeting the requirements of <br />the Steering Committee.
