Whooping Crane <br /> <br />" <br /> <br />Mr. McDonald" called upon Ms.' Laurie Mathews, Executive <br />Director's office, Department of Natural Resources, to pr.esent an <br />informational report. Ms. Mathews noted that several meetings at <br />the "steering committee" level had occurred. and that three <br />subcommittees had been established. The steering committee was <br />presently working on laying out the substantive issues. Once the <br />issues are defined, the data will be examined.. The goal will be <br />to develop an options paper. <br /> <br />b. Colorado River Fishes (Appendix G) <br /> <br />Mr. McDonald reviewed his August 29, 1985. memo to the Board <br />on this matter. He noted that the result of the process to date <br />had been the development ofthe.three discussion papers <br />referenced in the August 29.' 1985. memO. A task group has now <br />been formed to address. those papers. Ms. Laurie Mathews, <br />Executive Director's office, Department of Natural Resources. <br />represents Colorado on this task group. <br /> <br />Mr. Tom pitts was ~hen calledJupon to speak for the Colorado <br />Water Congress. Mr. pitts stated that the Water Congress <br />supports the -pr inciples outlined on page 4 of Mr.. McDonald' s . <br />August 29, 1985. memorandum. ....The Water Congress feels .that these <br />principles lay the ground work for a solution which would be <br />acc_eptable..to the wa':-~er 'coimnunity. The Water Congr-ess also feels <br />that it will be essential to administerany'iristream'flows iri <br />accord with the state water rights system. <br /> <br />. <br /> <br />.' <br /> <br />., <br /> <br />Jim Martin, staff attorney for the E~vironmental Defense . <br />Fund, stated that they are willing to negotiate on anypo,int as <br />long as a.sound, workable and legally enforceable recovery plan <br />cart be implemented. They feel that . significant progress has been <br />made toward achieving this goal via the on-going process. <br /> <br />Mr. Johnston suggested that the Board should not agree to <br />changes in reservoir operations and reservoir releases for the <br />benefit of the endangered species until stocking of competing <br />exotic species was terminated. <br /> <br />Mr. Johnson asked if the burden of rectifying the endangered <br />species issues was falling on the Upper Basin states to the.point <br />that tne ability to utilize their compact apportioned waters was <br />being impaired.
