It had also <br />been decided that the procedures would be discussed and developed <br />over the course of several meetings. <br /> <br />With respect to procedures for project identification, Mr. <br />McDonald had prepared a brief outline for Board review. (Outline <br />accompanies Appendix F). Mr. McDonald explained the outline and <br />responded to questions. Comments from the audience were then <br />entertained. During the ensuing discussion, Board members <br />suggested several changes in the outline and directed Mr. <br />McDonald to next prepare a draft text based on those charges. <br /> <br />Mr. McDonald also reported that he had been asked to appear <br />on September 13 before the Interim Legislative committee on Water <br />and Land Resources to discuss the procedures called for by <br />section 37-60-115(2). He asked what guidance the Board wished to <br />provide in this regard. After brief discussion, Mr. McDonald was <br />directed to cover the following points in his statement to the <br />committee: <br /> <br />(l) Report on the status of the Board's deliberations, <br /> <br />(2) Report that the Board understood its charge to be to <br />develop procedures which would be broadly applicable to <br />all state investments in water projects irrespective of <br />which agency made the investments, and <br /> <br />. <br /> <br />(3) Review the EdCt that the Board already had procedures <br />for the construction fund program. <br /> <br />They asked that Mr. Robbins or Mr. Lochhead appear with Mr. <br />McDonald before the committee if possible. <br /> <br />Agenda Item 12 - Amendments to Sections 37-60-ll9 and 37-60-12l, <br />CRS <br /> <br />Mr. McDonald reported that Senator Tilman Bishop, Chairman <br />of the Senate Agriculture, Natural Resources and Energy <br />Committee, apparently felt that the provisions of sections <br />37-60-ll9 and -l2l were inconsistent with each other in certain <br />regards. The staff of the Legislative Council had asked for the <br />Board's comments. Mr. McDonald proposed certain amendments which <br />he believed would rectify the problem. <br /> <br />Following Board discussion, Chairman Robbins recommended <br />that further action be tabled until Mr. McDonald could meet with <br />Senator Bishop to ascertain his specific concerns. Mr. Meyring <br />so moved, seconded by Mr. Smith. The motion passed unanimously. <br /> <br />Chairman Robbins recessed the morning session at l2: 15 p.m. <br />for lunch.
