.

37-60-1l5(2), CRS, to the 1986 General Assembly. It had also
been decided that the procedures would be discussed and developed
over the course of several meetings.

With respect to procedures for project identification, Mr.
McDonald had prepared a brief outline for Board review. (Outline
accompanies Appendix F). Mr. McDonald explained the outline and
responded to questions. Comments from the audience were then
entertained. During the ensuing discussion, Board members
suggested several changes in the outline and directed Mr.
McDonald to next prepare a draft text based on those charges.

Mr. McDonald also reported that he had been asked to appear
on September 13 before the Interim Legislative committee on Water
and Land Resources to discuss the procedures called for by
section 37-60-115(2). He asked what guidance the Board wished to
provide in this regard. After brief discussion, Mr. McDonald was
directed to cover the following points in his statement to the
committee:

(l) Report on the status of the Board's deliberations,

(2) Report that the Board understood its charge to be to
develop procedures which would be broadly applicable to
all state investments in water projects irrespective of
which agency made the investments, and

.

(3) Review the EdCt that the Board already had procedures
for the construction fund program.

They asked that Mr. Robbins or Mr. Lochhead appear with Mr.
McDonald before the committee if possible.

Agenda Item 12 - Amendments to Sections 37-60-ll9 and 37-60-12l,
CRS

Mr. McDonald reported that Senator Tilman Bishop, Chairman
of the Senate Agriculture, Natural Resources and Energy
Committee, apparently felt that the provisions of sections
37-60-ll9 and -l2l were inconsistent with each other in certain
regards. The staff of the Legislative Council had asked for the
Board's comments. Mr. McDonald proposed certain amendments which
he believed would rectify the problem.

Following Board discussion, Chairman Robbins recommended
that further action be tabled until Mr. McDonald could meet with
Senator Bishop to ascertain his specific concerns. Mr. Meyring
so moved, seconded by Mr. Smith. The motion passed unanimously.

Chairman Robbins recessed the morning session at l2: 15 p.m.
for lunch. The afternoon session was reconvened by the Chairman
at 1:30 p.m.

.

-5-
