<br />SUBSTANTIVE ~EASURES TO BE INCLUDED IN A RECOVERY AND <br />* <br />CONSERVi\TION PL;\N FOR THE COLORADO SQUA\vFISH AND fIU~lPBACK CHUB <br /> <br />. <br /> <br />I. Introduction <br /> <br />In an April 10, 1985 letter to David Getches, the Environ- <br /> <br />mental Defense Fund, the Sierra Club, Colorado wildlife Federa- <br /> <br />tion, Friends of the Earth, National Audubon Society, and Colorado <br /> <br />Trout Unlimited set out a number of principles that must form the <br /> <br />basis of a conservation plan for the endangered fishes of the <br /> <br />Colorado River system. The purpose of this document is to des- <br /> <br />cribe in some detail a package of substantive ~easures that, if <br /> <br />implemented as part of a comprehensive plan, would materially <br /> <br />contribute to preservation and recovery of the river system's <br /> <br />endangered fishes. <br /> <br />We looked to three guiding principles in developing these <br /> <br /> <br />. measures.
