Box 25486 <br />Denver Federal Center <br />Denver, CO 80225 <br /> <br />Dear Mr. Dunkle: <br /> <br />In an April 10, 1985 letter to David <br />Getches, Executive Director of the Colorado <br />Department of Natural Resources, a number of <br />conservation organizations outlined a set of <br />principles that must guide and inform efforts <br />to develop a conservation and recovery plan <br />for the endangered fish species of the upper <br />Colorado River system. The enclosed document <br />sets out, in substantially greater detail, the <br />substantive measures that must be implemented <br />as part of a comprehensive plan that assures . <br />preservation and restoration of the listed <br />species and the ecosystems upon which they <br />depend, but which also permits a reasoned <br />identification of additional water resource <br />projects that can be developed without jeopar- <br />dizing the continued existence of any listed <br />species. <br /> <br />This document is responsive to and ful- <br />fills the commitment that representatives of <br />several conservation organizations made at the <br />last meeting of the steering committee. <br /> <br />I am today forwarding copies of this <br />document to all member$ of the drafting task <br />force. A copy is being hand-delivered to Mr. <br />Pitts, Ms. Mathews, Mr. Mulder, and Mr. Bur- <br />leigh.
