SEC. 304. Section 4 is amended by adding a new subsection (d) as
follows: Old) Unless specifically provided in this Act, the boundaries
of any river proposed in section 5(a) of this Act for potential addition
to the National Wild and Scenic Rivers System, or of any designated
river prior to publication of boundaries pursuant to section 3(b) of

thi S Act, shall compri se that area measured withi none-quarter mi I e from

the ordinary high water mark on both sides of the river: Provided, That
this section shall not be construed to limit the possible scope of the
~

study report to address areas which may lie more than one-quarter mile

from the river.".

SEC. 305. (a) Section 6(a) is amended by adding the following
sentence at the end thereof: "When a tr'act of land lies partly within
and partly outside the boundaries of a component of the National Wild

and Scenic Rivers System, the appropriate Secretary may, with the consent
. of the landowner for the portion outside the boundaries, acquire the
entire tract and the land or any interest therein so acquired outside

the boundaries shall not be counted against the fee title acquisition
limitation of one hundred acres per mile. If not needed for outdoor

recreation, administrative, or other purposes in furtherance of this

Act, such lands or interests therein may be disposed of by sale, lease,
or exchange as provided in section 14A.".
(b) Section 6(b) is amended by inserting after the word "acreage"

in the first sentence the words "outside the ordinary high water mark on

both sides of the river", and inserting after the word "owned" the words

"in fee title".

SEC. 306 (a) The second sentence of section 7(a) is amended by

deleting the words "approval of this Act" and inserting in lieu thereof
