SEC. 302. Add a new subsection 3(c) as follows:

"(c) The Federal agency charged with the administration of each

component of the National Wild and Scenic Rivers System shall prepare a"

comprehensive management plan for such river segment which shall provide

for the protection of the river values. The plan shall address resource

protection, development of lands and facilities, user capacities, and

other management practices necessary or desirable to achieve the purposes

of this Act. The plan shall be coordinated with and may be incorporated into

resource management planning for affected adjacent Federal lands. Such

plans shall be prepared after consultation with State and local governments

and the interested public. For rivers designated after January 1, 1985,

the plans required by this subsection shall be prepared within three
full fiscal years after the date of designation. All boundaries, classifications,

and plans completed for rivers designated before the date of enactment

of this subsection shall be valid and shall be reviewed for conformity

with the requirements of this subsection through regular agency planning

processes.".

SEC. 303. Section 4(c) is amended by inserting the following new

sentence at the end thereof: "When there are National Forest System

lands within one-quarter mile of' a river proposed for designation, the

Secretary of the Interior, in exercising his 'authority pursuant to the

provisions of subsection 2(a)(ii) of this Act, shall not approve the

designation without the concurrence of the Secretary of Agriculture.".
