rivers: Crystal, South Platte (Eleven Mile to Cheesman
Reservoirs), and South Fork of the White. Mr. Strang's office
has solicited the Board's comments on the proposed designations.

with respect to the Cache la Poudre River, you will recall
that the Forest Service has recently recommended that portions of
the Cache la Poudre River be included within the National Wild
and Scenic Rivers System. Also, an unsuccessful effort was made
last year by various parties, at the instigation of Congressman
Hank Brown, to reach a compromise on designation.

Finally, in a related matter, Mr. Strang has proposed
creation of a Black Canyon National Park and Scenic Recreation
Area, including wild and scenic river designation of a portion of
the Gunnison River. Enclosed for your information is a statement
which details the proposal insofar as it relates to wild and
scenic river designation. Please note that the Congressman's
proposal also relates to agenda item l5.e, which pertains to the
proposal of the pittsburg and Midway Coal Mining Company
concerning instream flows on the Gunnison River.

There are indications that Congressman Vento may introduce a
bill when Congress reconvenes, in September and seek
to hold hearings before his subcommittee on that bill before the .
end of the year. Thus, the issue before the Board is whether it
wishes to again take up consideration of potential wild and
scenic river designations.

Recommendation

I recommend that the Board review the draft legislation and
take action on it at the next Board meeting.
