2. Since the project has been authorized, treat the study
as a part of the monies authorized for construction,
in which event the CWCB would pay 100 percent of the
cost of the study on the condition that the total cost
of the study be repaid with interest by the District
whether or not the enlarged and relocated Monument Creek
Reservoir is ever built.

Wi th respect to the third option, i,f local interests should
decide to abandon their efforts to have the proposed Monument
Creek Reservoir constructed. then the Board would clearly have
the authority, pursuant to H.B. 1102, to pay for the cost of a
design study to determine what kind of small terminal storage
facility, or even direct pumping from the Dove Creek Canal. would
be necessary in order for the town to utilize its allocation of
project water.

It was left at the August 13 meeting that the local people
would consider their options as outlined above and discuss the
matter with the District. I also indicated that I would be
available to meet with them again if they liked., Above all. I
tried to emphasize that while I shared their disappointment in
our inability to get more favorable responses from the Bureau,
I thought it best that we assess our options at this time in a
realistic manner.
