Since the project has been authorized, treat the study <br />as a part of the monies authorized for construction, <br />in which event the CWCB would pay 100 percent of the <br />cost of the study on the condition that the total cost <br />of the study be repaid with interest by the District <br />whether or not the enlarged and relocated Monument Creek <br />Reservoir is ever built. <br /> <br />Wi th respect to the third option, i,f local interests should <br />decide to abandon their efforts to have the proposed Monument <br />Creek Reservoir constructed. then the Board would clearly have <br />the authority, pursuant to H.B. 1102, to pay for the cost of a <br />design study to determine what kind of small terminal storage <br />facility, or even direct pumping from the Dove Creek Canal. would <br />be necessary in order for the town to utilize its allocation of <br />project water. <br /> <br />It was left at the August 13 meeting that the local people <br />would consider their options as outlined above and discuss the <br />matter with the District. I also indicated that I would be <br />available to meet with them again if they liked., Above all. I <br />tried to emphasize that while I shared their disappointment in <br />our inability to get more favorable responses from the Bureau, <br />I thought it best that we assess our options at this time in a <br />realistic manner. <br /> <br />. <br /> <br />If I can provide any additional information to you, please <br />do not hesitate to call upon me.
