Larimer County - Dry Creek Multi-Obiective Floodplain Proiect. <br /> <br />Authorization: SB 96-152, Amended SB 97-8 County: Larimer - N. of Ft. Collins <br />Water Source: Dry Creek Basin Project Yield: N/A <br />Terms of Loan: $920,000 @4.25% for 30-years Project Type: Flood Mitigation <br /> <br />Dry Creek is located north of Fort Collins, with a majority of its 75 square miles of drainage basin area <br />located within Larimer County. The uppermost portion of the basin consists of rangeland and irrigated <br />pastures. The lower portion of the basin within the city limits of Fort CollinS consists of commercial, <br />industrial, and residential development. Over the years tbe lower 2/3 of the Dry Creek floodplain corridor has <br />almost been completely eliminated due to development. The 100-year runoff for Dry Creek is 5,022 efs. <br />The intent of the project is to control floodwaters in the upper basin area by means of detention facilities to <br />reduce the peak discharge from 5022 cfs to 500 cfs above the Weld Canal, utilize a specific reach of the Weld <br />Canal to transport the 500 cfs, and construct approximately 1.5 miles of new open chaIUlel from the Weld <br />Canal to a desigtlated point along Dry Creek, located downstream of existing development. The proposed <br />improvements would remove over 800 structures out of the Dry Creek regulatory I DO-year floodplain. The <br />project is currently in the feasibility/preliminary design phase. Tentatively the project schedule is contingent <br />upon future loan approval, which is currently planned to be presented to the Board at the November 2001 <br />meeting. <br /> <br />12. The Town of Monument - Monument Dam Rehabilitation <br /> <br />Authorization: Severance Tax Trust Fund <br />Water Source: Monument Creek <br />Terms of Loan: $2,081,000 @5.50% for 30~years <br /> <br />County: El Paso - W. of Monument <br />Project Yield: 450 acre-feet <br />Project Type: Dam Rehabilitation <br /> <br />Monumet1.t Lake is located on Monument Creek on the west side of the Town of Monument. The <br />existing reservoir capacity is approximately 300 acre-feet, which is planned to be increased to 450 acre-feet be <br />means of dredging. The existing lake is Wlder limited storage by the State Engineer's Office, due to <br />deteriorated outlet works, tree growth on the dam face, and inadequate slope protection and spillway capacity. <br />The proposed proj eet involves rehabilitating the spillway, outlet works, and dam embankment, to include; <br />replacement of the existing outlet spillway chute below the spillway crest, removal and replacement of the top <br />10 feet of the dam embankment to clear all existing vegetation, replacement of the outlet works with a new 24- <br />inch steel pipe, and the removal of approximately 150,000 cubic yards of sediment from the lake bottom. <br />Boyle Engineering, of Littleton, Colorado, has completed the design and the project is currently in the bidding <br />process. Construction is tentatively scheduled for September of 200 1. <br /> <br />13. Pine River Irrigation District - Pump and Pipeline Proiect <br /> <br />Authorization: County: La Plata <br />Water Source: Pine River Project Yield: 1,600 acre-feet <br />Terms of Loan: $341,000 @3.50% for 20-years Project Type: Distribution System <br /> <br />The Pine River Irrigation District operates Vallecito Reservoir on the Pine River located approximately 15 <br />miles north of the Town of Bayfield. The eastern half of La Plata County is considered a water critical area, <br />meaning that all of the water in the basin is used during certain periods. Most of the people in this area are <br />utilizing groundwater resources that have limited quantity and are of relative poor quality. The purpose of the <br />project is to provide a rural water system that is adequate in quantity and quality to the water critical areas in La <br />Plata County. The overall project has many components, however, this particular loan is for diverting water from <br />Vallecito Reservoir to a pressurized treatment plant The proposed project involves tappmg into the existing outlet <br />tunnel, constructing a 500 foot pipeline to convey water to the trea1ment plant, a bridge over the spillway chute, <br />and a pump when the reservoir water level is low or to pressurize the treatment plant. Harris Water Engineering, <br />of Durango, Colorado, is preparing the design plans and specifications, which should be complete by the end of <br />July, 2001. The project is tentatively scheduled to connnence construction in the fall of 2001. <br />
