In many cases ccunties have jcined <br />together with Soil Ccnservation Districts tc <br />assume this responsibility since they de have 1- <br />funds available thrcugh ncrmal taxing proce- <br />dures whereas Soil Ccnservaticn Districts de <br />not' have this authority. <br /> <br />So much for just a thumbnail sketch of how <br />the prcgram originated and hew it operates. In <br />Ccloradc cur ccnservaticn needs studies indi- <br />cate that there are in the neighborhccd cf 150 <br />tc 200 small watershed areas that could benefit <br />by this prcgram. The feasibility and justifi- <br />caticn is, of course, scmething that has to be <br />developed. I shculd point out that these proj- <br />ects are ccmparable in nature tc these that <br />are planned by Interior and the Corps cf Engi- <br />neers in that they must be eccncmically justi- <br />fied. They must produce a dollar plus benefit <br />fer every dollar expended for the flocd preven- <br />tion phase of the prcgram. <br /> <br />since the inception of the program in <br />Colorado, which really became operative you <br />might say in 1959, there have been 65 ccmmuni- <br />ties that have requested assistance in develcp- <br />ing prcjects under this authority. Fcrty-eight <br />watershed prcjects have been authcrized for <br />planning by the State Scil Conservaticn Board, <br />the agency in the state designated by the <br />Governcr tc act for him in that capacity. I <br />wculd like tc pcint cut, since it is prcbably <br />mcst apprcpriate at this time to underscore <br />the remarks made by Director Sparks, that the <br />Water Ccnservation Board has ccntributed and <br />is contributing substantially new to the planning 1 <br />wcrk dcne in ccnnection with the development cf <br />these projects. They have very ccmpetent engi- <br />neers that wcrk with us, particularly on the <br />water management and water supply aspects cf <br />the prcgram and the prcgram has a purpose in <br />additicn to flocd preventicn and watershed pro- <br />tecticn - overall rescurce develcpment. <br />
