Farmers and ranchers <br />cccperating with Scil Conservation Districts <br />receive technical assistance frcm the Scil <br />Conservation Service in planning and carrying <br />cut needed wcrks. They also receive ccst- <br />sharing assistance from the Agricultural Ccn- <br />servaticn prcgram administered by the Agricul- <br />tural Stabilizaticn Ccnservaticn Service. The <br />Chairman of that ccmmittee, Art Isgar, lives <br />here in Durangc, and I wculd like tc say that <br />over the years this agency has ccntributed very <br />much tcward the prcgress of the program in that <br />they de allocate special funds within watershed <br />areas to accelerate the applicaticn of the <br />needed ccnservation wcrk en the land. <br /> <br />As far as the structural works are ccn- <br />cerned, they can be multi-purpose, including <br />storage for flcod control, irrigation, munici- <br />pal cr industrial use, and alsc fish and wild- <br />life and recreaticn. <br /> <br />I <br /> <br />Briefly, projects that invclve an expendi- <br />ture of ever $250,000 require approval by <br />congressicnal ccmmittees. These that involve <br />a lesser expenditure cf funds can be apprcved <br />by the State Conservationist. Also, if the <br />project involves a structure that will impound <br />ever 2500 acre-feet fer any purpcse it has to <br />be approved by the Ccngress. The last sessicn <br />of the Legislature amended the Act so that <br />flccd ccntrcl structures can be built to im- <br />pound 12,500 acre-feet. That was increased <br />frcm a figure of 5,000 acre-feet previcusly. <br />And, although in Coloradc we haven't had a <br />need fer structures, tc any degree, beyond the <br />5,000 acre-feet figure, we think this is going <br />be helpful in the lcng run. <br /> <br />The sponscring crganizaticn must prcvide <br />
