Ryan Gulch Reservoir Company - Ryan Gulch Dam Rehabilitation <br />Authorization: SB 99-173 County: Larimer - S. of Loveland <br />Water Source: Big Thompson River Project Yield: 645 ac.ft. <br />Terms of Loan: $317,500 @4.25% for 30 years Project Type: Dam Rehabilitation <br /> <br />This project is the rehabilitation of the Ryan Gulch Dam, which includes the construction of a new spillway, lining <br />the upstream face of the dam with a clay liner, sleeving the existing 24-inch outlet pipe, and constructing a new <br />upstream controlled inlet works. Boyle Engineering, Inc. of Denver has completed the final design plans, which <br />has been reviewed and approved by the State Engineer's Office. Bids were received to construct the planned <br />improvements, but were outside the project budget. The Ditch Company has retained the services of a new design <br />consultant. Final design plans have been completed and submitted to the SEO for review. Construction is <br />tentatively scheduled for February of2005. <br /> <br />2, North Poudre Irrigation Company - Miner's Lake Rehabilitation <br />Authorization: Severance Tax Trust Fund County: Larimer <br />Water Source: Cache La Poudre River Project Yield: 417 AF <br />Terms of Loan: $608,000 @3.25% for 20 years Project Type: Reservoir Rehabilitation <br /> <br />The North Poudre Irrigation Company owns and operates 22 storage reservoirs and approximately 200 miles of <br />, ditches to a service area of 42,000 acres. Currently Miners Lake has been restricted to a storage capacity of 257 . <br />AF by the SEO's due to an aging outlet works, inadequate spillway, and seepage along the toe. The existing dam <br />is a Class 2 facility, 800' in length, and 18-ft. in height. The project involves regarding the upstream dam face and <br />adding rip rap, regarding and reinforcing the downstream face of the dam, adding a filter blanket and toe drain and <br />enlarging the spillway. The project is being designed by Ron Slosson, P.E., Ft. Collins and is scheduled for <br />construction in the spring of 2005. <br /> <br />3. Larimer County - Dry Creek Multi-Objective Floodplain Project. <br />Authorization: SB 96-152, Amended SB 97-8 County: Larimer - N. of Ft. Collins <br />Water Source: Dry Creek Basin Project Yield: N/A <br />Terms of Loan: $920,000 @4.25% for 30-years Project Type: Flood Mitigation <br /> <br />Dry Creek is located north of Fort Collins, with a majority of its 75 square miles of drainage basin area located <br />within Larimer County. The uppermost portion of the basin consists of rangeland and irrigated pastures. The <br />lower portion of the basin within the city limits of Fort Collins consists of commercial, industrial, and residential <br />development. Over the years the lower 2/3 of the Dry Creek floodplain corridor has almost been completely <br />eliminated due to development. The 100-year runoff for Dry Creek is 5,022 cfs. The intent of the project is to <br />control floodwaters in the upper basin area by means of detention facilities to reduce the peak discharge from 5022 <br />cfs to 500 cfs above the Weld Canal, utilize a specific reach of the Weld Canal to transport the 500 cfs, and <br />construct approximately 1.5 miles of new open channel from the Weld Canal to a designated point along Dry <br />Creek, located downstream of existing development. The proposed improvements would remove over 800 <br />structures out of the Dry Creek regulatory 100-year floodplain. The project is currently in the <br />feasibility/preliminary design phase. Project loan approval was granted by the Board at the November 2001 Board <br />Meeting. The County has secured alternate financing for the project and the loan was de-authorized at the <br />November 2004 Board Meeting. <br /> <br />4.
