<br />. The Springdale Ditch Company operates the Springdale Ditch for the delivery of irrigation water within a 4,490- <br />acre service area. The headgate for the ditch is located in Logan County 6 miles southwest of Sterling. The <br />project involves the construction of augmentation ponds and drilling one augmentation well and 2 recharge wells to <br />generate credits to cover depletions from 43 irrigation wells used by Stockholders of the Company. The project <br />engineer is Brent Nation with Nation Engineering Services, Fort Morgan, Colorado. The project is currently under <br />construction and is anticipated to be complete by May of 2005, <br /> <br />12. Town of New Castle - Water Transmission System <br />Authorization: Construction Fund County: Garfield <br />Water Source: Colorado River Project Yield: 400 acre-feet <br />Terms of Loan: $700,000 @4.50% for 30-years Project Type: System Rehabilitation <br /> <br />. <br /> <br />The Town of New Castle is applying for a loan to construct a new diversion structure and pump station on the Colorado <br />River, and a raw water pipeline to the Town's existing water treatment facility. Currently the Town's sole source of <br />water supply is a diversion structure on East Elk Creek, about 3 miles north of town. The Town's water supply is <br />vulnerable to downstream senior water calls, as well as potential water quality problems due to sediment and ash runoff <br />from forest fire hazard, as was experienced in 2002. The proposed project is to construct a small diversion structure on <br />the Colorado River, with gravity flow to a pump station on the south side ofI-70. From there water would be pumped <br />to a sedimentation pond on the north side of 1-70, and a second pump station would be used to lift the water to the <br />treatment plant, an elevation increase of about 250 vertical feet. A 12" PVC waterline, 8750 feet in length, would be <br />constructed from the pump station to the treatment plant. The general pipeline alignment would be initially along Elk <br />Creek, then following the Town street right-of-way for Midland Avenue, and then along County Road 245 to the water <br />treatment plant. The system would be designed to pump 1800 gpm, and each pump station would have two pumps <br />plus one back-up pump. The project will provide the Town with a reliable alternate water source during times when <br />diversion from East Elk Creek is prohibited by either water rights administration or poor water quality. The project <br />was designed by Scbmueser Gordon Meyer, Glenwood Springs, Colorado, and is currently being constructed by Aspen <br />Earthmover, Carbondale, Colorado. The project is complete. The Town has submitted their final loan request on the <br />project and has requested a July 1,2005 substantial completion date to coincide with their new fiscal year. <br /> <br />13. East Fork Mutual Ditch Company - Ditch Rehabilitation Project <br />Authorization: Severance Tax Trust Fund County: Grand <br />Water Source: East Fork Creek Project Yield: 8,000 AF <br />Terms of Loan: $259,860@ 2.50% for 30 yrs. Project Type: Ditch Rehabilitation <br /> <br />The EFMIC owns and operates the East Fork Ditch to deliver direct flow irrigation water for the benefit of the <br />shareholders. Water is diverted from the East Fork of Troublesome Creek, located about 10 miles northeast from the <br />Town of Kremmling. The 13-miles of ditch is open channel that meanders along steep mountain slopes and open <br />pastureland. In recent years, the Company has experienced slope failures along steep canyon sections, caused by ditch <br />flows saturating the adjacent soils. This project involves the piping of approximately 1,060 linear feet of ditch with 60- <br />inch pipe and stabilizing the failed slope areas. The Company was approved for a revised total loan amount of <br />$377,497 is September of 2004, due to a change in the method of slope stabilization to be employed. The slope <br />stabilization work was awarded to Yenter, who commenced construction in October 2004. The project is anticipated to <br />be complete by October of2005. <br /> <br />14. New Cache La Poudre Irrigation Company - Reservoir Construction <br />Authorization: Construction Fund County: Weld <br />Water Source: South Platte Project Yield: 4,500 acre-feet <br />Terms of Loan: $7,200,000 @ 2.50% for 30-years Project Type: New Reservoir <br /> <br />. <br /> <br />The New Cache La Poudre Irrigation Company currently provides irrigation water to a 35,000-acre service area. <br />The purpose of this project is to provide water storage to equalize ditch flows, to improve efficiency and the <br />
