"

.

Some of the issues anticipated to be covered during this planning process include:

. What areas should be recommended for consideration by Congress for designation as Wilderness
or to receive Wild and Scenic River status;
. How should air and water quality be maintained and monitored;
. What areas contain unique characteristics that would qualify them for status as a Research Natural
Area or Area of Critical Environmental Concern;
. Where are developed recreational facilities appropriate;
. How should areas that are currently "roadless" be managed;
. Where is commercial logging appropriate, and how should it be managed;
. Where is grazing oflivestock appropriate, and how should it be managed;
. Where is leasing of oil and gas resources appropriate, and how should it be managed;
. Where is motorized recreation appropriate, and how should it be managed'
. What areas should be set aside during sensitive seasons to protect wildlife habitat; and
. Where should fuels-reduction projects be emphasized?

A Public Open House has been scheduled for Tuesday, January 18, 2005, from 5:30 - 7:30 p.m., at the
San Juan Public Lands Center, Sonoran Rm., 15 Burnett Ct., Durango, CO. Additional detail of the joint
planning process will be presented at the open house or you may get additional information from:

San Juan Public Lands Center Office of Community Services

970-247-4874

970-247-7468
htto:/ /ocs.fortlewis. edu/forestplan

.

www.fs.fed.us/r2/saniuan
www.co.blm.gov/sira/index.html

.

Yampa/White River Basin

Yampa Plan Signed: The Programmatic Biological Opinion on the Management Plan for Endangered
Fishes in the Yampa River Basin was signed on Jan. 10 and is available on the web at
htto://www.r6.fws.gov/crrip/vampaPBO.htm.

Elkhead Reservoir Releasing Water in Anticipation of Enlargement: Water levels at Elkhead
Reservoir are being drawn down to prepare for construction work on the reservoir's impending
enlargement. Water is being released at about 150 cubic feet per second (cfs) to decrease the storage pool
to levels where construction can begin as anticipated in March 2005. The draw down period will last
approximately two months.

While the releases have brought Elkhead Creek up an additional 1.5 ft downstream ofthe reservoir, the
flow is still substantially below what is typically experienced during spring run-off when the creek flows
at 1,300cfs or more. Elkhead Creek normally flows at approximately 10cfs during the winter months.

Council Beginning Water Interviews: In late December, after three months of advertising, the
Steamboat Springs City Council began interviewing for a new Steamboat Springs Water Commission.

The proposed seven-member commission is supposed to have four residents who live in the city service
area, two residents who live in the Mount Werner Water District Service area, one who comes from the
Tree Haus subdivision and a resident from the Steamboat II service district.

City Clerk Julie Jordan hopes to have interviews for the commission finished and recommendations in
hand by the third council meeting in January.

The commission's mission is to work with all regional water and sewer providers and customers to seek
more efficient ways to provide water and sewer services.

33
