<br />. <br /> <br />The CAP program is a 75/25 cost share, meaning the CWCB pays for only one quarter ofthe total <br />expenses. Our cost share, which amounted to $34,050, is paid using Severance Tax Operational Account <br />funds. As reported in the grant closeout, some highlights of this year's activities include: <br /> <br />· Five Ordinance Assistance Visits <br />· 30 Technical Assistance Visits <br />· 48 Mapping Assistance Visits <br />. 20 Community Assistance Visits <br />· Six Flood Response Visits by Contract <br /> <br />In addition, a Five-Year Floodplain Strategy was prepared by every state as a program requirement. The <br />Plan developed by Colorado was immediately selected by the Association of State Floodplain Managers <br />(ASFPM) as one of five plans nationally to be shown as examples. <br /> <br />Flood Protection Section Assisting Colorado Office of Emergency Management with Pre-Disaster <br />Mitigation Grant Applications: The Flood Protection Section is working closely with the Colorado <br />Office of Emergency Management (COEM), a Division within the Department of Local Affairs, to <br />develop and enhance project applications for the Pre-Disaster Mitigation grant program. <br /> <br />Through this program, FEMA provides grants of up to $3 million each for selected applicants. These <br />grants are competitive nationally, and no state is allocated or guaranteed a certain amount. Likewise, <br />there is no limit to the amount of grants awarded in any individual state. <br /> <br />Although the grant program will mitigate any hazard, there are a large number of flood-related projects <br />being applied for. COEM has asked the CWCB to share its expertise in developing and evaluating these <br />applications, and Kevin Houck, our CAP Coordinator, will work closely with COEM over the next two <br />months with this program. <br /> <br />Flood-related applications are being prepared for the following communities --.: City of Grand Junction, <br />Clear Creek County, City of Greeley, City of Wheat Ridge, City and County of Denver, Prowers County, <br />Town of Mead, and Town of Erie. The total grant amounts being applied for is nearly $15 million, and <br />the CWCB's assistance will greatly help bring these funds to the local governments. The final <br />applications are due to FEMA on Mar. 14 with a national selection process expected to take place in <br />spring or summer. <br /> <br />Floodplain Rules and Regulations Update: The Flood Protection Section is continuing to work on the <br />update to the Floodplain Rules and Regulations. The existing rules for this arena date back to December <br />1987 and are outdated and do not recognize or are deficient on current practices and procedures. <br /> <br />The revision process is being performed by 'a task force consisting of all members of the Flood Protection <br />Section, one member from the Urban Drainage and Flood Control District Floodplain Management <br />Program, one member oflocal city govemment (City of Boulder), one member oflocal county <br />govemment (Douglas County), one member from FEMA Region VIII, and one member from FEMA's <br />Mapping Contractor (Michael Baker, Jr.). <br /> <br />The Task Force anticipates finalizing the draft of the new rules in February with formal presentation to <br />the Board at the March meeting in Glenwood Springs. This presentation will be the beginning of the <br />formal rulemaking process. <br /> <br />Flood Protection Section to Present Statewide Criteria Manual tothe Public at Colorado Water <br />Congress: The Colorado Floodplain and Stormwater Criteria Manual is expected to be completed in <br />February.
