Scheduling of next meeting <br /> <br />Black Lakes MOA: Weare currently negotiating a Memorandum of Agreement (MOA) with the Eagle <br />River Water & Sanitation District (District) for enlargement and operation modification of Black Lakes <br />located near Vail Pass in the headwaters of Black Gore Creek, which is a major tributary of Gore Creek. <br /> <br />The original MOA was entered into in 1986 between the District and the DNR. <br /> <br />In 1992, the District completed expansion of Black Lake No.1 pursuant to the 1986 MOA. The primary <br />purpose of Black Lakes enlargement was to provide replacement water for municipal diversions when <br />streamflows in Gore Creek are at or below instream flow water right leaves. <br /> <br />The term of this MOA has now expired and the District is seeking approval of a new MOA for additional <br />expansion of the reservoir plus certain operation modifications that will be presented to the Board at the <br />March 2005 meeting. <br /> <br />Snow mass Water and Sanitation District (SWSD) 404 Permit: In denying the Snowmass/Capital <br />Creek Caucus' (SCCC) request to the Corps to reopen the SWSD 404 Permit, the Corps agreed to conduct <br />a five to I O-year biologic study on Snowmass Creek. The purpose ofthe study is to determine whether the <br />SWSD diversion structure is degrading the aquatic habitat in Snowmass Creek. <br /> <br />In October of2004, the Colorado Division of Wildlife (CDOW) worked with COE staff and aquatic <br />consultants from SWSD and SCCC to collect the third year of biologic data on Snowmass Creek. These <br />same individuals will meet later this year to discuss the results of this data collection effort and to <br />determine a schedule for the 2005 data collection effort. <br /> <br />Floodplain Map Modernization Consultant Selection: We have selected two consulting teams to assist <br />in the preparation of Floodplain Map Modernization studies. The two teams, led by PBS&J and Anderson <br />Consulting Engineers, will conduct multiple countywide Digital Flood Insurance Rate Maps (DFIRMs) in <br />harmony with CWCB Business Case Plan objectives along with FEMA goals. The two teams are already <br />working with staff on the scoping phase for new mapping in Pueblo and Mesa counties, with anticipated <br />work in numerous other counties in the future based on annual renewable contracts for up to five years. <br /> <br />Map Modernization Update: We are nearing the start of work for the third fiscal year of Floodplain <br />Map Modernization work for Colorado. This program has generally been funded with 80 percent FEMA <br />funding, 10 percent CWCB funding (CWCB Floodplain Map Modernization Fund), and 10 percent local <br />funding. A complete summary of Map Modernization activities was provided in the November 2004 <br />Director's Report, however a summary of activities since that time is provided below: <br /> <br />. Routt County - final floodplain maps have been released and will become effective in February 2005. <br />. City and County of Denver - Revisions to the preliminary maps are being handled by Baker <br />Engineering to bring all map panels into compliance with FEMA Guidelines and Specifications. <br />. Douglas County - Final revisions to the preliminary maps are being completed by URS so that the <br />required review and appeal periods can be initiated by FEMA. <br /> <br />. <br /> <br />11 <br />
