SPARKS:

"I've never seen you miss one yet!

Is Dr. Donnelly the master of cere-
monies?1I

"No, I'm the master of ceremonies. Doc
is arranging the whole affair. I might
say that this project was authorized so
long ago that my memory fails me. I think
it was either 12 or 14 years ago that the
project was actually authorized by the Con-
gress. It has been beset by many problems.
The staff of this Board as well as many
persons here, Mr. Saunders and others, have
worked over the years to try to solve the
many problems."

I

"I think the last problem is the naming
of it. I still get many letters from Dr.
Donnelly's friends in Trinidad urging "US .to
name it for him. The only question is that
the current rules are a person can't be alive
to have a project named after them. So we
will have to keep thatih limbo for the time
being!

I don't recognize anybody from the
Corps of Engineers, Omaha District here.
Am I correct, that there is no one here?"

"That's correct, Mr. Chairman."

"Since Mr. Slizeski was promoted we have
lost personal contact with the Corps of
Engineers in Omaha so far as the Board meet-
ings are concerned. Larry, will you review
this report from the Corps of Engineers for
us?1l

I

"There are only two items that should be
mentioned here. One is the Chatfield Dam
where construction is proceeding. A major
contract was recently let on that dam. The
work is not proceeding as fast as originally
planned because of the reduction of funds.
