When plans of <br />potential projects are more fully developed I <br />they will be presented to local interests and <br />interested agencies for informal comment and <br />suggestions. At that time the requirements <br />of local cooperation also will be presented <br />and assurances of local cooperation will be <br />requested for sponsoring organizations. <br /> <br />Under preauthorization planning, Rio <br />Grande and Tributaries above the Co1orado- <br />New Mexico state line, the Albuquerque Dis- <br />trict is aware of the water resources problems <br />in the Rio Grande Basin in Colorado and of <br />the desire of the state and local interests <br />for a study by the Corps of Engineers to <br />determine the feasibility of improvement for <br />flood control, major drainage, and related <br />purposes. The District Engineer and members <br />of his staff have discussed the problems and <br />the investigational procedures with the Rio <br />Grande Water Conservation District, Colorado <br />Water Conservation Board, and the Rio Grande <br />Compact Commission. Authorization and funds <br />are prerequisites to the study. The State of <br />Colorado, through its congressional delega- <br />tion, recently obtained the necessary con- <br />gressional authority, but funds to initiate <br />the study have not yet been provided by the <br />Congress. Until such time as the needed <br />funds are appropriated, the work on the study <br />cannot proceed. <br /> <br />Going on to the flood plain management <br />program in Colorado, flood plain management <br />activities authorized by the 1960 Flood I <br />Control Act as amended by the 1966 Flood <br />Control Act have been accelerated in the <br />Arkansas River and Rio Grande basins in Colo- <br />rado. The referenced legislation authorizes <br />the Corps to provide flood plain information, <br />advice and assistance to communities and <br />
