I

line is the line from Flaming Gorge to Oak Creek.
These appropriations were made last year with
the full concurrence of all parties because these
lines are lines which are contemplated to be
built by the Bureau in the proposal by the pri-
vate companies. We certainly have no objection
to the Congress making further appropriations to
continue the construction of these lines.

This year, however, the Bureau is asking for
funds to commence construction of all segments of
an all-federal system. Our position at this time
is that we have no objection to the Bureau con-
tinuing construction of, or commencing construc-
tion of certain other non-controversial lines,
but as to the controversial lines, we do not be-
lieve that any funds should be appropriated
until there has been an opportunity to fully
reevaluate the conclusions arrived at to date by
the Bureau.

More specifically, in Colorado we do not be-
lieve that any funds should be appropriated for
the construction of a federal line east of Cure-
canti beyond Poncha Springs to Midway. Midway
is a designated point between Pueblo and Colo-
rado Springs. In addition, we do not believe
that any funds should be appropriated this year
to begin construction of a line between Curecanti
and Rangely. It is our feeling that with the
lines of the Bureau already under construction
in connection with this project, together with
our presently existing facilities, these facili-
ties will be sufficient to market the output of
power coming into Colorado in the initial years
of operation of the project: and there is no
necessity to commence construction of these lines
this year.

I

I would like to call your attention to the
material which is in your jackets which may give
you a little more information about some of the
things we have been talking about this morning.

You might have some questions you would like
to ask either Keith or myself. We will be happy
to try to answer them."
