<br />.......,."-' <br /> <br />was possible that we could come up with a plan <br />whereby the Bureau could take advantage of cer- <br />tain existing transmission facilities of our <br />company, could take advantage of certain trans- <br />mission facilities that we propose to build, and <br />consequently project costs could be reduced. <br />That perhaps some way we could work out a system <br />by which we could enhance the feasibility of the I <br />Colorado River Storage Project. Actually, during <br />the consideration of the Colorado River Storage <br />Project by the Congress, our company appeared and c <br />made certain proposals to the Congress in connec- <br />tion with the transmission system, all with the <br />objective in mind of enhancing the feasibility <br />of the project if such could be accomplished. <br /> <br />I'd like to call your attention to House <br />Document No. 1087, 84th Congress. This is a <br />report of the House Interior and Insular Affairs <br />Committee in connection with the legislation <br />authorizing the project. This report states as <br />follows: <br /> <br />'The Committee expects this proposal by the <br />private power companies of cooperation in <br />the development to be carefully considered <br />by the Department of the Interior and the <br />electric power and-energy of the project <br />be marketed so far as possible through the <br />facilities of the electric utilities oper- <br />ating in the area: provided, of course, <br />that the power preference laws are complied <br />with and the project repayment and consumer <br />power rates are not adversely affected.' <br /> <br />Now if you keep those points in mind as we <br />make our presentation, I think you will see the <br />point. <br /> <br />I would like to emphasize that what Congress <br />has had in mind is that as long as the power I <br />rates are not affected, and as long as the proj- <br />ect repayment is either enhanced or not affected, <br />then Congress is saying that there is some merit .. <br />to a combination system.
