<br />I <br /> <br />with the Colorado River Storage Project. I real- <br />ize the purpose and the primary concern of this <br />Board, perhaps, in the Colorado River Storage <br />Project is the question of the proper filling cri- <br />teria of Glen and to see to it that adequate <br />funds are appropriated for the complete and con- <br />tinuing construction schedule of the project. I <br />would also like to say that there may be some <br />thought in connection with some members of the <br />Board that this question as to who should build <br />the transmission system in connection with the <br />project is not properly a matter the Water Board <br />should concern itself with. I'm sure you all <br />realize, though, that there is a very important <br />relationship between the power revenues from the <br />project and the amount of irrigation assistance <br />which may be available to our Colorado partici- <br />pating projects. In other words, if we assume <br />that there are qualifications, a flat rate or a <br />fixed amount of revenue from the sale of power, <br />that we could come up with reduced costs of the <br />project and reduced operating cost of the proj- <br />ect, this has the tendency to produce more irri- <br />gation assistance and this facilitates the con- <br />struction of participating projects in not only <br />the State of Colorado but in the Upper Basin <br />states area. <br /> <br />So there is a very important relationship <br />between this question of the transmission system <br />and the objectives and purposes of this Board <br />which is to see that the water resources of this <br />area are developed to the maximum. Now it's for <br />this reason that we of the Public Service Company <br />felt you might be interested in our vi~wpoint on <br />this problem in connection with the transmission <br />system and what Keith and I hope to do this morn- <br />ing is to give you the benefit of our thoughts in <br />the matter as frankly as we can. <br /> <br />I <br /> <br />Let me say that before the Colorado River <br />Storage Project was authorized, because of our <br />experience and the experience of some of the. <br />other major companies in this Upper Basin area <br />and in connection with cooperative arrangements <br />that have been worked out on the transmission <br />facilities of other projects, we thought that it <br />
