<br />MR. BARNARD, JR.: "Mr. Chairman, one other point. Would it be <br />more within our jurisdiction to say that we oppose <br />the construction of the proposed protective works <br />and have no objection to the creation of a <br />national park? I was wondering if the Board <br />should take a position in respect to something <br />over which we have no jurisdiction - no inter- <br />est.1I <br /> <br />MR. STAPLETON: "Mr. Ne lson. " <br /> <br />MR. NELSON: "Mr. Chairman, from the political standpoint, <br />I think it would help to have a positive state- <br />ment saying we support Udall in his proposal. <br />It might help him to get it across and solve <br />the problem." <br /> <br />MR. STAPLETON: "I would take the position that we speak for <br />the State of Colorado on water matters but we <br />also have an interest in other aspects. ~Vhereas <br />our water would be authoritative in protective <br />works, I think it would be helpful and desirable <br />on the national park." <br /> <br />MR. BARNARD, JR.: "I think it's going a little beyond the per- <br />ogative of this Board to say we think the United <br />States ought to create a national park in the <br />State of Arizona. That's my feeling about it." <br /> <br />MR. PETERSON: <br /> <br />"Mr. Chairman." <br /> <br />MR. STAPLETON: <br /> <br />"Mr. Peterson." <br /> <br />MR. PETERSON: <br /> <br />"1 would like to agree with the attorney to <br />my left. 1 think that our interest is with water <br />and 1 think we are going out of our field when <br />we recommend, or that we insist upon, any other <br />departments of the federal government other than <br />those we have direct contact with, of going into <br />something we have no jurisdiction over. <br /> <br />1 would like to move that the State of Colo- <br />rado, through the Colorado Water Conservation <br />Board, definitely oppose the expenditure of the <br />funds that have been proposed for the protection <br />of Rainbow Natural Bridge due to the construction <br />of these protective works." <br /> <br />I <br /> <br />I <br />
