SPARKS: <br /> <br />"It's in the Interior - there is a national <br />monument at the present time." <br /> <br />MR. PETERSON: <br /> <br />"Mr. Chairman." <br /> <br />MR. STAPLETON: <br /> <br />llMr. Peterson.1I <br /> <br />MR. PETERSON: <br /> <br />"The area of the national monument would be <br />extended or it would be made into a national <br />park. That would necessitate the spending of <br />funds for that purpose. Where would these funds <br />come from?" <br /> <br />MR. SPARKS: <br /> <br />"These funds would be appropriated to the <br />Department of Interior for National Park pur- <br />poses. It would not come from the reclamation <br />fund." <br /> <br />MR. PETERSON: <br /> <br />"It wouldn't come from the reclamation fund?" <br /> <br />MR. SPARKS: <br /> <br />"No. The surrounding lands, incidentally, <br />are owned by the Indian tribes but those lands <br />are completely worthless to the Indians or anyone <br />else and the proposition is to make an exchange <br />of lands with the Indians so that the boundaries <br />could be extended." <br /> <br /> MR. NELSON: <br />I MR. STAPLETON: <br />MR. NELSON: <br /> <br />II Mr.. Chairman.. II <br /> <br />IIMr.. Nelson.1I <br /> <br />"Mr. Chairman, it is a two or three step <br />process as I understand it. They would enlarge <br />it first and then they would seek the con- <br />gressional change to a park. Is that correct?" <br /> <br />MR. SPARKS: <br /> <br />"That is correct." <br />
