<br />Agenda Item 11a <br />October 23, 1992 <br />Page two <br /> <br />e <br /> <br />Beaver and Saltado Creeks at the January 1993 CWCB meeting. <br /> <br />The staff has received no other comments since the September 1992 meeting. <br /> <br />TECHNICAL INVESTIGATIONS <br /> <br />The enclosed packet of technical data forms the basis for the staffs <br />recommendations. <br /> <br />Natural Environment Studies <br /> <br />The BLM has conducted field surveys of the fishery resources on these streams and <br />has found a natural environment which can be preserved on each of these streams. To <br />quantify the resources and to evaluate instream flow requirements, the BLM collected <br />biologic and hydraulic data which was analyzed by the BLM, DOW, and Board staffs. Based <br />on the results of these analyses, the BLM worked with the DOW to prepare <br />recommendations of the amount of water necessary to preserve the natural environment to <br />a reasonable degree for each of the streams on the attached Final Notice. <br /> <br />e <br /> <br />Water Availability Studies <br /> <br />The CWCB staff has conducted a detailed evaluation of water availability for these <br />streams. To determine the amount of water physically available for the Board's <br />appropriations, the staff analyzed available USGS gage records, available streamflow <br />models, and/or utilized appropriate standard methods to develop a hydrograph of mean <br />monthly flows for each recommendation. The staff also relied upon the flow measurements <br />made as part of the field survey as an indication of the amount of water physically available <br />in each stream. To determine legal availability, the Board staff analyzed the water rights <br />tabulation for each stream and consulted with the Division 4 Engineer and Water <br />Commissioners from Districts 59 and 62 to identify any potential water availability problems. <br />The staff has found that no problems exist and that water is available for appropriation. <br />Based upon the above analyses, the staff concludes that water is available for appropriation <br />on each stream to preserve the natural environment to a reasonable degree without limiting <br />or foreclosing the exercise of valid existing rights. <br /> <br />STAFF RECOMMENDATION <br /> <br />For each stream listed in the attached Final Notice, the staff recommends that the <br />Board: <br /> <br />e <br />
