P.E. <br />Division Director <br /> <br />DATE: October 23, 1992 <br /> <br />SUBJECT: Agenda Item lla, November 9-10, 1992, Board Meeting-- <br />Instream Flow Program: Final Notice . <br />Water Division 4 - Saguache, Hinsdale and Gunnison Counties <br /> <br />GENERAL BACKGROUND <br /> <br />The attached Final Notice presents instream flow recommendations for 4 streams in <br />Hinsdale, Saguache, and Gunnison Counties, in Water Division 4 (see attached map). This <br />Final Notice reflects revisions to the Preliminary Notice presented to the Board at its <br />September 15-16, 1992, meeting. In particular, final recommendations for Beaver and <br />Saltado Creeks in San Miguel County were removed from this Final Notice to allow time <br />for additional consultations and studies. <br /> <br />CONSULT A nONS <br /> <br />The recommendations presented in this Final Notice represent a cooperative effort <br />by the United States Bureau of Land Management (BLM), the Colorado Division of <br />Wildlife (DOW), and the Colorado Water Conservation Board (CWCB). The field data <br />supporting these instream flow recommendations were collected by the BLM using standard <br />DOW /CWCB field procedures. BLM personnel developed these recommendations in <br />consultation with the DOW. These recommendations were also evaluated by the CWCB <br />staff. <br /> <br />Final recommendations on Beaver and Saltado Creeks were postponed pending a <br />meeting between representatives of the San Miguel Water Conservancy District (SMWCD), <br />the Farmers Water Development Company (FWDC), and the CWCB staff. SMWCD and <br />FWDC have expressed concern that water availability problems may exist on these creeks. <br />The CWCB staff hopes to address these concerns and present final recommendations on <br />
